Integrated Industry Capacity, Skills and Technology Adoption Key to Railway Expansion: Ashwini Vaishnaw

Union Minister for Railways, Information & Broadcasting, and Electronics & IT, Ashwini Vaishnaw, emphasised the need for integrated industry capacity, skilled manpower, and technology adoption to support India’s rapidly expanding railway infrastructure.

Speaking at the second Budget Webinar on “Sustaining and Strengthening Economic Growth: Infrastructure, Logistics & Freight”, the Minister highlighted the increasing complexity of railway projects and called for stronger collaboration between government and industry stakeholders.

Three Key Focus Areas for Infrastructure Growth

During the session, the Minister outlined three priority areas essential for improving project delivery and reducing disputes:

  1. Synchronized expansion of industry capacity to match the pace of infrastructure development

  2. Stronger quality and qualification standards in project execution

  3. Reforms in documentation and contractual frameworks to minimise disputes and ensure timely completion

He stressed that rapid infrastructure growth requires industry capacity, skills, and technological capabilities to expand simultaneously.

Rapid Expansion of India’s Railway Network

Highlighting the scale of development achieved over the past decade, the Minister noted that:

  • Approximately 35,000 km of new railway tracks have been added

  • Nearly 99% of India’s railway network has been electrified

He pointed out that such rapid growth creates a major challenge — ensuring that industry capacity, project management capabilities, and skilled manpower grow in parallel with government-led expansion.

According to the Minister, railway infrastructure development is fundamentally a partnership between government and industry, and balanced growth is essential to maintain quality and efficiency.

High-Speed Rail: A Transformational Learning Curve

The Minister also discussed India’s progress in high-speed rail development, highlighting the Mumbai–Ahmedabad High-Speed Rail Corridor as a transformative learning experience.

He noted that railway operations at speeds above 160 km/h significantly increase design and engineering complexity. Through collaboration with academic institutions, industry partners, and railway engineers, India has been able to address these challenges.

Building on this experience, the Prime Minister has approved seven new high-speed passenger corridors covering approximately 4,000 km, marking a major step towards expanding high-speed rail connectivity across the country.

Improving Quality Standards and Tender Frameworks

Shri Vaishnaw emphasised the importance of strengthening qualification criteria in infrastructure projects and reducing excessive subcontracting practices.

He stated that public infrastructure projects must follow stricter accountability and quality standards to ensure efficient utilisation of public funds and reduce contractual disputes.

Greater Industry Participation

The Minister invited major construction companies, design firms, and sector experts to participate in focused workshops aimed at addressing challenges related to railway expansion.

He highlighted that achieving India’s ambitious infrastructure targets will require coordinated efforts across:

  • Construction and engineering firms

  • Rolling stock manufacturers

  • Signalling specialists

  • Electrical equipment manufacturers

  • Operations and maintenance providers

  • Supply chain and logistics partners

Collaborative Policy Dialogue

Shri Vaishnaw also acknowledged contributions from multiple ministries and industry stakeholders participating in the post-Budget webinar discussions. He thanked Union Ministers Manohar Lal Khattar, Sarbananda Sonowal, and K. Ram Mohan Naidu for their participation, noting that the webinar provided a valuable platform for collaborative dialogue on infrastructure policy and reforms.

Outlook

The discussions highlighted the importance of aligning infrastructure expansion, industry capacity, and technological innovation to sustain India’s long-term economic growth.

With major investments planned in railways, logistics, ports, and aviation infrastructure, policymakers emphasised that coordinated planning and stronger industry participation will be crucial to delivering projects efficiently and supporting India’s broader infrastructure development agenda.
