
New Delhi: In a major step towards technology-driven transformation, Union Minister for Railways, Information & Broadcasting, and Electronics & Information Technology, Shri Ashwini Vaishnaw, announced the Rail Tech Policy under Indian Railways’ flagship “52 Reforms in 52 Weeks” initiative. The policy aims to create a structured ecosystem for innovators, startups, industry, and academic institutions to contribute technological solutions to Indian Railways.
At the core of the reform is a dedicated RailTech Portal, designed as a fully digital, end-to-end platform through which anyone with a strong technological idea can directly engage with the Railways. The initiative simplifies proposal submission through a single-stage detailed application process and reduces procedural barriers that previously limited participation.
Simplified Innovation Framework
The Rail Tech Policy shifts away from traditional vendor selection based solely on rigid specifications and instead promotes an innovation-led model focused on trials, validation, and large-scale adoption. Innovation challenges may now be initiated either by innovators themselves or by railway departments.
The policy also strengthens financial support mechanisms:

Scale-up grants increased more than threefold

Maximum funding support for prototype development and trials doubled

Indian Railways to support up to 50% of development costs for viable solutions
Successful technologies will be eligible for long-term procurement orders, ensuring scalability beyond pilot stages.

AI-based Elephant Intrusion Detection Systems (EIDS)

The Minister highlighted opportunities for predictive maintenance using AI, radar, infrared, and ultrasonic technologies to detect track defects and electrical failures before accidents occur. Drone-based inspections and AI-enabled CCTV analytics for passenger safety were also emphasised as priority innovation areas.
Inspired by Successful Innovation Models
The Rail Tech Policy draws inspiration from successful government innovation frameworks such as the iDEX programme in defence, startup initiatives of the Ministry of Electronics & IT, and telecom sector innovation policies. The objective is to build a transparent, simplified, and innovation-friendly ecosystem within Indian Railways.
Towards Technology-Led Rail Governance
According to Shri Vaishnaw, the initiative aims to enable the mass and systematic induction of technology across operational and administrative functions of Indian Railways. Beyond operational safety, innovations are expected to improve efficiency in areas such as security monitoring, infrastructure maintenance, and pension processing for railway employees.
The RailTech Portal is expected to serve as a collaborative bridge between innovators and one of the world’s largest railway networks, potentially becoming a model framework for technology adoption across other sectors.
