Tamil Nadu Chief Minister C Joseph Vijay used his first address at the NITI Aayog Governing Council meeting on June 11, 2026, to propose a high-speed rail corridor between Chennai and Kanniyakumari. He emphasized the corridor’s potential to boost connectivity along the entire state.

Vijay urged the central government to approve five major infrastructure projects, highlighting the high-speed rail corridor as the centerpiece. Other key proposals included the six-laning of the Chengalpattu-Tiruchirappalli section of National Highway 32, widening NH-81 between Tiruchirappalli, Karur, and Coimbatore, and constructing an elevated corridor between Madhavaram and Shozhavaram.

Addressing Tamil Nadu’s 1,076-km coastline, the Chief Minister stressed the state’s vulnerability to cyclones and floods. He called for enhanced central support to build permanent flood mitigation infrastructure in coastal cities and implement a Comprehensive Disaster Management Mission targeting zero casualties. Additionally, he advocated a Climate Resilient Master Plan 2045 for sustained investment in climate-resilient infrastructure.

Vijay also requested prompt release of Rs 2,283.40 crore committed for the Hogenakkal Phase-III Combined Water Supply Scheme.

Turning to space industry development, the Chief Minister sought national recognition of the space manufacturing ecosystem at Kulasekarapattinam, established with IN-SPACe. He proposed declaring it a National Space Manufacturing Hub to enable end-to-end manufacturing from propellants to launch vehicles, aiming to expand India’s role in the global space economy.

On digital infrastructure, Vijay highlighted that BharatNet Phase-II in Tamil Nadu is nearly 97% complete. He appealed for assistance to resolve last-mile connectivity challenges to ensure all gram panchayats are connected.

Focusing on youth employment and skills, the Chief Minister revealed plans for a Youth Skill and Employment Mission. This initiative aims to provide stipend-supported internships and industry-linked training to five lakh youth annually. He also sought support to establish emerging technology skill centers in every district, training five lakh young people in areas like artificial intelligence, deep technology, cybersecurity, cloud computing, electric vehicle technology, and semiconductors.

Vijay concluded by advocating for stronger federal partnership. He stated that states demonstrating fiscal responsibility, social progress, and population stabilization should receive proper recognition and support. “When States are empowered, India becomes stronger,” he said, thanking the Prime Minister and attendees for the opportunity to present Tamil Nadu’s aspirations.
